Body
WHEREAS, by Resolution 18365, dated January 13, 2014, the Legislature did authorize a Cooperative Agreement with Connections to Success, Inc., of Kansas City (Jackson County), MO, in the amount of $25,000.00 for the Constructing Futures Program; and,

WHEREAS, of this amount, $12,000.00 was designated for completion of the 2013 Constructing Futures Program, with the remaining $13,000.00 designated for the 2014 program; and,

WHEREAS, the Jackson County Constructing Futures Program is a unique public-private partnership designed to provide a pathway to allow former drug offenders and/or previously incarcerated individuals to enter the construction industry, and at the same time provide permanent housing to those in need; and,

WHEREAS, the project will allow individuals with low-skills, criminal history, and/or are unemployed, to learn the construction trade by rehabilitating houses that can then be occupied by a family struggling with homelessness; and,

WHEREAS, the COMBAT Commission recommends an allocation of an additional $20,000.00 and the Housing Resources Commission has authorized an additional $45,000.00 of Homeless Assistance Funds toward the 2014 program; and,

WHEREAS, an addendum to the Cooperative Agreement will result in an additional amount of $65,000.00, for a total allocation for the 2014 Constructing Futures Program in the amount of $78,000.00; and,
