A RESOLUTION transferring $11,500.00 within the 2015 Anti-Drug Sales Tax Fund and authorizing the County Executive to execute a Development Agreement with Connections to Success, Inc., of Kansas City, MO, Neighborhood Housing Services, Inc., of Kansas City, MO, and Marlborough Community Coalition, Inc., of Kansas City, MO, for the 2015 Jackson County Constructing Futures Program, at a cost to the County not to exceed $76,650.00, to further the prevention of homelessness and the prevention of drug and drug-related offenses.

Body
WHEREAS, the Jackson County Constructing Futures Program is a unique public-private partnership designed to provide a structured pathway to allow former drug offenders to enter the construction industry, and at the same time provide permanent housing to those in need; and,
WHEREAS, the project will allow drug offenders and unskilled individuals living in poverty to learn the construction trade by rehabilitating houses that can then be occupied by a family struggling with homelessness; and,
WHEREAS, the Administration recommends that Connections to Success, Inc., of Kansas City (Jackson County), MO, serve as the manager for the 2015 Constructing Futures Program, at a cost to the County in the amount of $76,650.00; and,
WHEREAS, Neighborhood Housing Services of Kansas City, Inc. (NHS), and Marlborough Community Coalition, Inc. (MCC), non-profit organizations dedicated to blight remediation and enhancing housing opportunities for the citizens of Jackson County, desire to partner with Connections to Success for the 2015 Constructing Futures Program; and,
WHEREAS, a Development Agreement among the County, Connections to Success, NHS, and MCC sets out the rights and obligations of each party related to the 2015 Constructing Futures Program; and,
