Body
WHEREAS, the Assessment Department has a need for a mobile assessor software package for its mass appraisal of properties in Jackson County; and,

WHEREAS, the Assessment Department staff conducted a thirty-day pilot test of the mobile assessor software program furnished by Data Cloud Solutions of Springfield, OH; and,

WHEREAS, the Director of Assessment has determined that a contract for the furnishing of a mobile assessor software package with Data Cloud Solutions will streamline and improve the mass appraisal process; and,


WHEREAS, section 1030.1, Jackson County Code, 1984, eliminates the requirement for competitive bidding when items to be purchased can be obtained from only one source; and,

WHEREAS, section 1030.1 also requires notification of and approval by the Legislature on such sole source purchases exceeding $25,000.00; and,

WHEREAS, the Director of Finance and Purchasing recommends the award of a twelve-month contract, with two twelve-month options to extend, for the furnishing of the mobile assessor software program and training, at a cost to the County for 2014 not to exceed $165,100.00 to Data Cloud Solutions of Springfield, Ohio, as a sole source purchase based upon its status as the sole provider of its proprietary software; and,

WHEREAS, this contract for the mobile assessor is in the best interests of the health, safety, and welfare of the citizens of Jackson County; now therefore,
