Body
WHEREAS, by Ordinance 4925, dated October 31, 2016, the Legislature did authorize the acceptance of the SMART Prosecution Grant received from the U.S. Department of Justice for use by the Prosecuting Attorney's Office; and,

WHEREAS, the SMART Prosecution Initiative is a federal program designed to bring a strategic approach to criminal justice operations by using innovative applications of analysis, technology, and evidence-based practices with the goal of improving performance and effectiveness while containing costs; and,

WHEREAS, a portion of the grant is to be used to provide funding for a restorative justice program and related services, in conjunction with a Neighborhood Accountability Board in the East Patrol Division of the Kansas City, Missouri Police Department; and,

WHEREAS, the Director of Finance and Purchasing issued Request for Proposals No. 35-17 for the furnishing of a partner agency to provide services related to said restorative justice programming; and,
WHEREAS, a total of seven notifications were distributed and one response was received and evaluated from the following:

WHEREAS, the respondent was evaluated on the basis of experience, qualifications, references, pricing, and responsiveness, as set forth in the attached recapitulation and analysis; and,
