RESOLUTION NO. 19149, May 16, 2016

INTRODUCED BY Greg Grounds, County Legislator


WHEREAS, the Public Works Department and the Parks + Rec Department have a continuing need for petroleum products; and,

WHEREAS, the Director of Finance and Purchasing has solicited proposals for these products under Invitation to Bid No. 24-16; and,

WHEREAS, a total of sixteen notifications were distributed and two responses were received from the following:
BIDDER

Heathwood Oil Co., Inc.
Kansas City, KS

Universal Lubricants LLC
Wichita, KS
and,

WHEREAS, pursuant to Section 1054.6 of the Jackson County Code, 1984, the Director of Finance and Purchasing recommends award to Heathwood Oil Co., Inc., of Kansas City, KS, for the reason that it has submitted the lowest and best bid, as set forth in the attached recapitalization and analysis; and,

WHEREAS, this award is made on an as needed basis and does not obligate the County to pay any specific amount; now therefore,

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be made as recommended by the Director of Finance and Purchasing, and that the Director be, and is hereby, authorized to execute for the County any documents necessary for the accomplishment of the award.

BE IT FURTHER RESOLVED that the Director of Finance and Purchasing is authorized to make all payments, including final payment on the contract and extensions, to the extent sufficient appropriations to the using spending agencies have heretofore been made in the current Jackson County budget.
