WHEREAS, U.S. President Donald J. Trump, Missouri Governor Mike Parson, and County Executive Frank White Jr. have all declared, in one form or another, the ongoing coronavirus/COVID-19 pandemic to be a public health emergency; and

WHEREAS, this emergency also poses a significant threat to public safety; and

WHEREAS, the County, through its various efforts, plays a significant role in the public safety of its citizens; and

WHEREAS, an appropriate response by the County to this emergency will require the expenditure of significant County financial and other resources; and

WHEREAS, it is proposed that Truman Medical Centers, Inc., be an initial recipient of this funding, to provide for increased expenses in the areas of testing kits, personal protective equipment (PPE), staffing for conducting in-person, in-home, and/or drive-through testing, contact tracing, medical supplies, hospital bed capacity, and services provided by the Jackson County Health Department; and

WHEREAS, it is also appropriate that the Medical Examiner's Office be provided with
funding for the purchase of a LODOX high-volume x-ray machine, which will be of
critical importance in that office's response to the emergency; and
