AN ORDINANCE appropriating $5,000,000.00 from the Undesignated Fund Balance of the 2023 American Rescue Plan Fund and authorizing the County Executive to execute an agreement with the University of Missouri - Kansas City (UMKC) for the purpose of continuing the Our Healthy Eastside - KC program for COVID-19 vaccination and minority health outreach for the calendar year 2023, at a cost to the County not to exceed $5,000,000.00.

Body
WHEREAS, via Ordinance 5506, dated May 10, 2021, the Legislature previously authorized a Cooperative Agreement with University of Missouri - Kansas City (UMKC) and community partners using federal CARES Act funds to establish and undertake the Our Healthy KC Eastside (OHKCE) project to promote and deliver widespread COVID-19 vaccinations and other health services within Kansas City’s most socially vulnerable community until December 31, 2023; and,
WHEREAS, with the adoption of Ordinance 5583, dated December 13, 2021, the funding source for the OHKCE project has been switched from the CARES Act Fund to the American Rescue Plan Fund (ARPA) to take advantage of the longer permissible performance period for funding available under ARPA; and,
WHEREAS, OHKCE Phase II will continue to utilize UMKC’s, University Health’s, and the Black Health Care Coalition’s extensive experience in providing health services in community and medical settings in Kansas City’s Eastside; and,
WHEREAS, OHKCE Phase II will increase vaccination rates among the most vulnerable populations and increase preventive health services offered from June 1, 2022, through December 31, 2024; and,
WHEREAS, with OHKCE Phase II authorized by this Ordinance, UMKC and community partners will continue the OHKCE project to promote and deliver widespread COVID-19 vaccinations and other health services within Kansas City’s most socially vulnerable community; and,
WHEREAS, the funding previously authorized for OHKCE Phase II by Resolution 21090 dated November 7, 2022, was not included in the County’s 2023 annual budget, thus necessitating this Ordinance; now therefore,
BE IT ORDAINED, by the County Legislature of Jackson County, Missouri, that the following appropriation be and hereby is made:

BE IT FURTHER ORDAINED that the County Executive be and hereby is authorized to execute a Cooperative Agreement with UMKC for the OHKCE Phase II project, in a form to be approved by the County Counselor ; and,
BE IT FURTHER ORDAINED that the Director of Finance and Purchasing be and hereby is authorized to make all payments, including final payment on the Agreement with UMKC.

Effective Date: This ordinance shall be effective immediately upon its signature by the County Executive.
