Body
WHEREAS, by Resolution 20998, dated June 21, 2022, the Legislature awarded a twelve-month term and supply contract, with one twelve-month option to extend, for the furnishing of consulting services for the County’s health, life, vision, and dental benefits for use countywide to CBIZ Benefits of Kansas City, MO under the terms and conditions of Request for Proposals (RFP) 42-21; and,
WHEREAS, the Legislature has indicated a desire to rebid the County’s health and benefits programs in time for open enrollment in November 2024; and,
WHEREAS, the current contract for the County’s broker and consultant for health benefits expires June 30, 2024, and the time needed to rebid this contract, evaluate the bids, and submit a recommendation for legislative approval would require about three months; and,
WHEREAS, the Directors of Finance and Purchasing and Human Resources recommend a twelve-month extension to the contract with CBIZ Benefits to June 30, 2025, to provide sufficient time for the consultant to assist with the health insurance bid process, to be ready by late summer 2024; and,
WHEREAS, a twelve-month extension to the contract with CBIZ Benefits of Kansas City, MO, under the terms and conditions of Request for Proposals 42-21 is in the best interest of the health, safety, and welfare of the citizens of Jackson County; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the contract extension with CBIZ Benefits be made as recommended by the Directors of Finance and Purchasing and Human Resources and that the Director of Finance and Purchasing be, and hereby is, authorized to execute for the County any documents necessary to the accomplishment of the award; and,
BE IT FURTHER RESOLVED that the Director of Finance and Purchasing is authorized to make all payments, including final payment on the contracts, to the extent that sufficient appropriations to the using spending agency are contained in the then current Jackson County budget.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.

Fiscal Note
This award is made on a need basis and does not obligate Jackson County to pay any specific amount. The availability of funds for specific purchases is subject to annual appropriation, with an estimated cost to the County in the amount of $45,000.00 for 2024.
