A RESOLUTION transferring $4,600.00 within the 2022 Assessment Fund and awarding a twelve-month contract with one twelve-month option to extend for the furnishing of the National Automobile Dealers’ Association price guide for use by the Assessment Department to J.D. Body
WHEREAS, the Assessment Department has a continuing need to access the National Automobile Dealers’ Association price guide for valuing vehicles for personal property tax accounts within the County; and,
WHEREAS, pursuant to section 1030.1 of the Jackson County Code, the Directors of Assessment and Finance and Purchasing recommend a twelve-month term and supply contract with one twelve-month option to extend for the furnishing of the needed National Automobile Dealers’ Association price guide and services be awarded to J.D. Power of Troy, MI, as a sole source purchase; and,
WHEREAS, award as a sole source purchase is appropriate because the County’s use of the J.D. Power National Automobile Dealers’ Association price guide is required by state statute; and,
WHEREAS, this award is made on an as needed basis and does not obligate Jackson County to pay any specific amount, with the availability of funds for specific purchases subject to annual appropriation; and,
WHEREAS, in order to fund a portion of the cost of the service, a transfer is necessary; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the following transfer be and hereby is made:

BE IT FURTHER RESOLVED by the County Legislature of Jackson County, Missouri, that award be made as recommended by the Directors of Assessment and Finance and Purchasing, and that the Director of Finance and Purchasing be, and is hereby, authorized to execute for the County any documents necessary to the accomplishment of the award and any extension; and,
BE IT FURTHER RESOLVED that the Director of Finance and Purchasing is authorized to make all payments, including final payment on the contract, to the extent that sufficient appropriations to the using spending agency have been made in the then current Jackson County budget.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
