INTRODUCED BY Ronald E. Finley and Tony Miller, County Legislators

 

 

Body

 WHEREAS, the U.S. President, Missouri Governor Mike Parson, and County Executive Frank White, Jr., have all declared, in one form or another, the ongoing Coronavirus/COVID-19 pandemic to be a public health emergency; and,

 

WHEREAS, the County, through its various efforts, plays a significant role in the public health of its citizens and employees; and,

 

WHEREAS, an appropriate response by the County to this emergency will require significant expenditures from the County American Rescue Act Fund, which consists of monies provided by the U.S. Treasury for this purpose; and,

 

WHEREAS, the Legislature desires to utilize a portion of the County’s American Rescue Act funds to address continuing food insecurity issues throughout the County that have been brought on by the pandemic; and,

 

WHEREAS, federal regulations, specifically 2 CFR §200.319(a) require that these federal funds can be expended to private organization only after “full and open” competition; and,

 

WHEREAS, a solicitation is expected to be posted during the week of May 16-20, 2022, to satisfy the competitive requirement, to remain open for a period of three to four weeks; and,

 

WHEREAS, the Legislature anticipates that the Administration’s evaluation of responses received should be completed within one to two weeks thereafter, with a recommendation for funding provided to the Legislature as soon as possible; and,

 

WHEREAS, the Administration and Legislature will work together to evaluate the process and effect of any award(s), with the possibility of a second round of funding later in 2022; and,

 

WHEREAS, a transfer is required to place the required monies in an appropriate account to fund the envisioned program; now therefore,

 

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the following transfer be and hereby is made:

BE IT FURTHER RESOLVED that the County Administration is hereby required to issue a competitive solicitation to qualified agencies for the submission of proposals to address food insecurity issues throughout Jackson County, in accordance with the intent expressed in this Resolution.

 

 

Enacted and Approved

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
