Body

 WHEREAS, the American Rescue Plan Act of 2021 (ARPA), enacted by the U.S. Congress, provides for payments to local governments to assist in navigating the impact of the COVID-19 pandemic with the coronavirus state and local fiscal recovery funds; and,

 

WHEREAS, ARPA requires that these federal funds may be used only to cover expenses to respond to the public health emergency with respect to COVID-19 or its negative economic impacts, including assistance to households, small businesses, and nonprofits, by providing grants to eligible employers that have eligible workers who perform essential work, and for the provision of government services to the extent of the reduction in revenue of such State, territory, or tribal/local government due to the COVID-19 public health emergency relative to revenues collected in the most recent full fiscal year of the State, territory, or tribal government prior to the emergency, among other purposes; and,

 

WHEREAS, Jackson County’s total allocation of ARPA funds is expected to be $136,551,645.00, the first half of which was received in 2021, and the second half is expected later in 2022; and,

 

WHEREAS, in view of the restrictions placed on the use of these ARPA funds, by Ordinance 5574, dated November 20, 2021, the Legislature determined that these funds should be maintained in a separate County special revenue fund, to be designated the “American Rescue Plan Fund,” and not commingled with the general or other special revenue funds of the County; and,

 

WHEREAS, Guadalupe Centers, Mattie Rhodes, and Palestine Senior Activity Center have applied for County ARPA funds to assist in responding to the negative economic impacts of COVID-19 in the provision of services in the amounts indicated below:

now therefore,

 

BE IT RESOLVED that the County Executive be and hereby is authorized to execute Cooperative Agreements with Guadalupe Centers, Mattie Rhodes, and Palestine Senior Activity Center at a total cost to the County not to exceed $180,000.00, in a form to be approved by the County Counselor; and,

 

BE IT FURTHER RESOLVED that the Director of Finance and Purchasing be and hereby is authorized to make all payments, including final payment, on the Agreements.

 

Enacted and Approved

Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
