Body
WHEREAS, the Collection Department has a continuing need to process on-line payments; and,
WHEREAS, the Director of Finance and Purchasing recommends the award of a fourteen-month term and supply contract with two twelve-month options to extend for the furnishing of a cloud-based, software-as-a-service (SaaS) solution for use by the Collection Department to PayIt, LLC, of Kansas City (Jackson County), MO, under the terms and conditions of the National Association of State Procurement Officers Contract No. AR3761, a competitively-bid government contract; and,
WHEREAS, under this contract, taxpayers paying electronically will be charged a $2.00 convenience fee, a $1.25 administrative fee for each ACH (electronic check), and 2.75% per credit or debit card transaction, with no charge to the County; and,
WHEREAS, pursuant to section 1030.4 of the Jackson County Code, the Director of Finance and Purchasing recommends the award of fourteen-month term and supply contract with two twelve-month options to extend, for the furnishing of a cloud-based SaaS solution to PayIt, LLC, of Kansas City, MO, under the terms and conditions of the National Association of State Procurement Officers Contract No. AR3761; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be made as recommended by the Director of Finance and Purchasing, and that the Director be and hereby is authorized to execute for the County any documents necessary for the accomplishment of the award; and,
BE IT FURTHER RESOLVED that the Director be and hereby is authorized to make all payments on the contract, and any extensions thereto, to the extent that sufficient appropriations are contained in the then-current County budget.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
