Body
WHEREAS, by Resolution 15550, dated June 27, 2005, the Legislature authorized a contract with Mitchell Humphrey & Co. of St. Louis, MO, for financial systems software and maintenance, including Questica budget software, for use by the Department of Finance and Purchasing, at cost to the County not to exceed $600,255.00; and,
WHEREAS, the County has annually contracted with Mitchell Humphrey for system maintenance since that time; and,
WHEREAS, the Department of Finance and Purchasing has a need to purchase fifty additional licenses for associates in the Budget Office and the various County Departments for the proprietary Questica budget software, at an additional cost to the County not to exceed $37,407.00; and,
WHEREAS, the purchase of additional licenses will eliminate inefficiencies in the current budget process, including duplicate work, handling, and consequent opportunities for errors and typos; and,
WHEREAS, this purchase is to be made directly from Questica, Inc., of Oakeville, ON, CA, which is Mitchell Humphrey's subcontractor and the developer of the specific budget module; and,
WHEREAS, pursuant to section 1030.1 of the Jackson County Code, the Director of Finance and Purchasing recommends a contract with Questica, Inc., of Oakville, ON, CA, as a sole source purchase, based upon Questica, Inc.'s status as the sole provider of its own proprietary budget software; now therefore,
