A RESOLUTION transferring $250,000.00 within the 2021 Health Fund and authorizing the County Executive to execute a Cooperative Agreement with ArtsKC for the development of an arts strategic plan for Jackson County, at a cost to the County not to exceed $250,000.00.

Body
WHEREAS, the 2021 County budget included funds for the development of a Jackson County Arts Council to encourage, develop, and promote the arts within the County; and,
WHEREAS, the use of Health Fund monies is appropriate for this purpose, as experts have pointed out a direct link between creative arts and physical and mental health outcomes; and,
WHEREAS, ArtsKC, under contract with the County, will develop and execute a strategic plan for the proposed Arts Council, including, but not limited to, community engagement, infrastructure, and measurement of social and economic outcomes to aid future policy and funding decisions; and,
WHEREAS, as a component of the plan, ArtsKC will be authorized to use a portion of the County funds to provide financial support to low-income artists in Jackson County; and,
WHEREAS, the execution of a Cooperative Agreement, in a form to be approved by the County Counselor, is in the best interests of the health, welfare, and safety of the citizens of Jackson County; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the following transfer be and hereby is made:

BE IT FURTHER RESOLVED that the County Executive be and hereby is authorized to execute a Cooperative Agreement with ArtsKC, in a form to be approved by the County Counselor; and,
BE IT FURTHER RESOLVED that the Director of Finance and Purchasing be and hereby is authorized to make all payments, including final payments on the Agreement.

Effective Date: This ordinance shall be effective immediately upon its signature by the County Executive.
