Body
WHEREAS, the Director of Finance and Purchasing has solicited bids on Invitation to Bid No. 53-20 for the furnishing of traffic signs and supplies for use by the Parks + Rec and Public Works Departments to provide for departmental needs for the upcoming twelve-month period, with one twelve-month option to extend; and,
WHEREAS, a total of thirty-nine notifications were distributed and six responses were received, with the three lowest bids from the following:
BIDDER
J & A Traffic Products
Blue Springs, MO
Newman Signs
Jamestown, ND
Vulcan Signs
Foley, AL
and,
WHEREAS, pursuant to section 1054.6 of the Jackson County Code, the Director of Finance and Purchasing recommends the award of the contract for the furnishing of traffic signs and supplies be split and awarded to J&A Traffic Products of Blue Springs, MO, Newman Signs of Jamestown, ND, and Vulcan Signs of Foley, AL, the three lowest and best bidders; and,
WHEREAS, the split award of this contract will ensure the broadest availability of signs from different suppliers, as well as ensure a local supplier is available to respond to short notice requirements; and,
WHEREAS, this award is made on an as needed basis and does not obligate Jackson County to pay any specific amount, with the availability of funds for specific purchases subject to annual appropriation; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be made as recommended by the Director of Finance and Purchasing, and that the Director be, and is hereby, authorized to execute for the County any documents necessary to the accomplishment of the award and any extensions; and,
BE IT FURTHER RESOLVED that the Director of Finance and Purchasing is authorized to make all payments, including final payment on the contract, to the extent that sufficient appropriations to the using spending agencies have been made in the then current Jackson County budget.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
