Body
WHEREAS, Missouri law provides for the expungement of certain convictions, and the range of convictions allowed to be expunged has been broadened by a revised statue that took effect on January 1, 2018; and,


WHEREAS, in response to these expungement revisions enacted by the Missouri General Assembly, the Prosecuting Attorney's Office recommends an agreement with the University of Missouri Kansas City (UMKC) to operate an expungement clinic; and,


WHEREAS, the Prosecuting Attorney is increasing community outreach through the federal SMART Prosecution grant; and,

WHEREAS, outreach efforts to be performed include engagement in neighborhoods of high violent crime and an increase in community buy-in in the criminal justice system; and,

WHEREAS, UMKC will coordinate with the Prosecuting Attorney, Circuit Court Administrator, the Presiding Judge of the 16th Circuit Court, and local defendants and defense counsel; and,

WHEREAS, award as a sole source is appropriate as UMKC is one of the only four law schools in the State of Missouri, and the only local school, that is capable of providing these services; and,

WHEREAS, the award of a contract for these services at a cost of $40,000.00, is in the best interest of the health, safety, and welfare of the citizens of Jackson County; now therefore,

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the County Executive be and hereby is authorized to execute an agreement with the University of Missouri - Kansas City...
