Body
WHEREAS, the Jackson County Drug Task Force requires an upgrade of its TraQ Digital Evidence Management Software at a cost to the County in the amount of $19,669.00; and,

WHEREAS, section 1030.1, Jackson County Code, 1984, eliminates the requirement for competitive bidding when items to be purchased, such as the required proprietary software upgrade, can be obtained from only one source; and,

WHEREAS, the Director of Finance and Purchasing recommends the award of a contract to Que Tel Corporation of Chantilly, VA, for the upgrade of the TraQ Digital Evidence Software as a sole source purchase, for the reason that Que Tel is the sole provider of its proprietary software; and,

WHEREAS, a transfer is necessary to place the funds needed for this software upgrade in the appropriate spending account; and,

WHEREAS, the County Executive recommends this transfer; now therefore,

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the following transfer within the 2017 Anti-Drug Sales Tax Fund be and hereby is made:
