AN ORDINANCE appropriating $50,000.00 from the undesignated fund balance of the 2019 Assessment Fund and awarding a twelve-month contract(s) with three twelve-month options to extend for the furnishing of real estate appraisers to provide advisory services for the Board of Equalization, under the terms and conditions of Request for Proposals No. 42-19.

WHEREAS, pursuant to section 9140., Jackson County Code, 1984, the Legislature may authorize a contract with one or more qualified experts to advise the Board of Equalization to assist with disputes between taxpayers and the County related to property appraisals; and,

WHEREAS, pursuant to section 9141., Jackson County Code, 1984, the Legislative Auditor prepared a request for proposals (RFP) and the Director of Finance and Purchasing solicited formal written bids on RFP No. 42-19 for property advisors for Jackson County; and,

WHEREAS, a total of one-hundred fifty-six notifications were distributed, and three responses were received from the following:

Bliss Associates, LLC
Kansas City, MO

and,

WHEREAS, Bliss Associates has been determined to be ineligible for award of this contract due to its status as a contract appraiser for the Assessment Department; and,

WHEREAS, pursuant to section 9142. of the Jackson County Code, 1984, the Finance and Audit Committee and the Director of Finance and Purchasing shall serve as the Selection Committee to recommend the award of the contract for real estate appraisers to provide advisory services for the Board of Equalization; and,

WHEREAS, the Selection Committee recommends the award of said contract to:
