AN ORDINANCE appropriating $350,000.00 from the undesignated fund balance of the 2016 Grant Fund in acceptance of the Smart Prosecution Initiative grant received from the U.S. Department of Justice for use by the Prosecuting Attorney’s Office, and authorizing the County Executive to execute an agreement with California State University - Fresno Foundation for the furnishing of research and statistical analysis and consultation, at a cost to the County not to exceed $70,000.00.

Body
WHEREAS, the U.S. Department of Justice has awarded the County the Smart Prosecution Initiative grant in the amount of $350,000.00 for use by the Prosecuting Attorney’s Office; and,
WHEREAS, the Smart Prosecution Initiative is a federal program designed to bring a strategic approach to criminal justice operations by using innovative applications of analysis, technology, and evidence-based practices with the goal of improving performance and effectiveness while containing costs; and,
WHEREAS, California State University - Fresno is the grant’s designated sub-award recipient and will serve as a research partner with the Prosecuting Attorney’s Office to further the goals of the SMART Initiative; and,
WHEREAS, the County’s portion of the grant will provide funding for two staff positions within the Prosecuting Attorney’s Office to assist with a geographic-based prosecution pilot project in Kansas City’s most violent areas; and,
WHEREAS, these positions will focus on existing and future crime, notably violent-crime and reduction efforts within the Jackson County Prosecutor’s Office; and,
WHEREAS, the Prosecuting Attorney’s Office recommends the execution of an Agreement with California State University - Fresno Foundation, in the amount of $70,000.00, to provide research and statistical analysis and consultation related to this anti-violence pilot project; and,
WHEREAS, an appropriation is necessary to place the grant funds in the proper spending accounts; and,
WHEREAS, the County Executive recommends said appropriation; now therefore,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation from the undesignated fund balance of the 2016 Grant Fund be and hereby is made:

BE IT FURTHER ORDAINED that the Director of Finance and Purchasing be and hereby is authorized to make all payments, including final payment on the contract.

Effective Date: This ordinance shall be effective immediately upon its signature by the County Executive.
