AN ORDINANCE appropriating $10,000.00 from the undesignated fund balance of the 2016 Special Road and Bridge Fund and awarding a contract for the furnishing of yard waste grinding and removal services for use by the Public Works Department to C.S. Carey of Kansas City, Kansas, at a cost to the County not to exceed $10,000.00, as a sole source purchase.

Body
WHEREAS, by Resolution 18385, dated February 3, 2014, the Legislature did authorize the execution of Intergovernmental Cooperative Agreements with the Cities of Blue Springs, Grain Valley, and Oak Grove for the creation of the Eastern Jackson County Yard Waste Collection Center; and,
WHEREAS, the Public Works Department has a need for yard waste grinding and removal services for use at the Yard Waste Collection Center; and,
WHEREAS, section 1030.1, Jackson County Code, 1984, eliminates the requirement for competitive bidding when items to be purchased can be obtained from only one source; and,
WHEREAS, the Director of Finance and Purchasing recommends the award of a contract for the furnishing of yard waste grinding and removal services to C.S. Carey of Kansas City, KS, as a sole source provider because C.S. Carey is the only known provider of this service in the region; and,
WHEREAS, an appropriation is necessary to place the funds generated by the Yard Waste Collection Center in the appropriate spending account; now therefore,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation from the undesignated fund balance of 2016 Special Road and Bridge Fund be and hereby is made:
