WHEREAS, by Ordinance 4636, dated June 30, 2014, the Legislature did enact an interim amendment to chapter 6 of the County Code that will allow the Compliance Review Officer (CRO) to establish appropriate goals for participation by Minority Business Enterprises (MBE) and Woman-own Business Enterprises in County contracts of $50,000 or more; and
WHEREAS, it is appropriated that the code be amended to allow the CRO to establish similar, voluntary goals on such contacts for veteran-owned business enterprises; and
WHEREAS, such amendment is in the best interests of the health, welfare, and safety of the citizens of Jackson County; now therefore
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, as follows:
Section A. Enacting Clause.
Section 1056., Jackson County, 1984, is hereby enacted, to read as follows:
1056. Veteran-owned Business Enterprise Goal.
With regard to any county contract, as defined in section 617. of this code, for which the county's compliance review officer has established, pursuant to section 643. of this code, a contract goal for minority business enterprises (MBE) and/or woman-owned business enterprises (WBE), there shall also be established a voluntary contract goal equal to the lower of the MBE or WBE goal for participation in the contract by business enterprises that are majority-owned by one or more veterans of the United States armed forces, as the term "veteran" is defined in section 36.020, RSMo. In monitoring and enforcing the compliance of county contractors and/or vendors with any goal established pursuant to this section, the compliance review officer shall utilize and be guided by, as closely as is practicable, the procedures set out in chapter 6 of this code.
Section B. Effective Date.
This Ordinance shall be effective as of February 1, 2015.
