AN ORDINANCE appropriating $44,360.00 from the undesignated fund balance of the 2013 Homeless Assistance Fund, and authorizing the County Executive to execute a Cooperative Agreement with Connections to Success, Inc., of Kansas City, MO, for the Jackson County Constructing Futures Program, at a cost to the County not to exceed $55,000.00, to further the prevention of homelessness, and further authorizing a payment to the Resource Development Institute of Kansas City, Missouri, for services previously contracted for.

Body
WHEREAS, by Ordinance 4154, dated September 14, 2009, the Legislature did authorize the acceptance of the Homelessness Prevention and Rapid Re-Housing Program (HPRP) grant from the Department of Social Services, in the amount of $703,546.00; and,
WHEREAS, certain agencies that received grant funds through the County's administration of the HPRP grant were required to reimburse funds to the County that were not paid on their behalf through the Department of Social Services; and,
WHEREAS, the Housing Resources Commission, at its meeting held October 8, 2013, has authorized the allocation of a portion of those funds for the Jackson County Constructing Futures Program; and,
WHEREAS, by Resolution 18083, dated February 4, 2013, the Legislature did authorize Cooperative Agreements with certain outside agencies for the prevention of homelessness, including an allocation to Connections to Success, Inc., of Kansas City (Jackson County), MO in the amount of $14,000.00; and,
WHEREAS, the Jackson County Constructing Futures Program is a unique public-private partnership designed to provide a structured pathway to allow former drug offenders to enter the construction industry, and at the same time provide permanent housing to those in need; and,
WHEREAS, the project will allow drug offenders and unskilled individuals living in poverty to learn the construction trade by rehabilitating houses that can then be occupied by a family struggling with homelessness; and,
WHEREAS, Connections to Success, Inc., of Kansas City, MO, will serve as the manager for this program; and,
WHEREAS, by Resolution 17603, dated June 6, 2011, the Legislature did authorize a twelve-month term and supply contract with the Resource Development Institute of Kansas City (Jackson County), MO, for the furnishing of grant writing services for the Housing Resources Commission; and,
WHEREAS, an outstanding invoice on that contract in the amount of $3,360.00 was inadvertently overlooked, and needs to be paid; and,
WHEREAS, an appropriation is necessary to place funds required for the Constructing Futures Program and payment of the outstanding invoice in the proper spending accounts; and,
WHEREAS, the County Executive recommends said appropriation; now therefore,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation from the undesignated fund balance of the 2013 Homeless Assistance Fund be and hereby is made:

BE IT FURTHER ORDAINED that the County Executive be and hereby is authorized to execute a Cooperative Agreement with Connections to Success, Inc. of Kansas City, MO, for the Jackson County Constructing Futures Program, at a cost to the County not to exceed $55,000.00, in a form to be approved by the County Counselor; and,
BE IT FURTHER ORDAINED that the Director of Finance and Purchasing be and hereby is authorized make all payments, including final payment on the contract, and,
BE IT FURTHER ORDAINED that the Director of Finance and Purchasing be and hereby is authorized to issue a check to the Resource Development Institute of Kansas City, MO, in the amount of $3,360.00 for payment of the outstanding invoice.
