Body
WHEREAS, the Jackson County Drug Commission recommends the award of a contract for the furnishing of a coordinator/consultant to collect organize, analyze, and disseminate gang intelligence as part of the COMBAT High Risk Offender Initiative; and,
WHEREAS, the coordinator/consultant will work with regional law enforcement agencies and community crime prevention agencies to assist in tactical and strategic crime fighting activities in a coordinated effort; and,
WHEREAS, the Director of Finance and Purchasing solicited formal written bids on Request for Proposals (RFP) No. 24-13 for these services; and,
WHEREAS, a total of sixteen notifications were distributed and one response was received and evaluated; and,
WHEREAS, an evaluation committee reviewed the proposal submitted on the basis of experience and personnel, ability to perform the services requested, and pricing, and recommends the award of a contract to Robert Starbuck d/b/a Blue Star Consulting of Kansas City (Clay County), MO; and,
WHEREAS, the Director of Finance and Purchasing recommends the award of a twelve-month contract with one twelve-month option to extend, to Robert Starbuck d/b/a Blue Star Consulting, at a cost to the County for 2013 not to exceed $30,000.00 and an annual cost to the County not to exceed $60,000.00, under the terms and conditions of RFP No. 24-13, for the reason that it is the lowest an...
