Body
WHEREAS, the Jackson County Drug Commission recommends the award of a contract for the furnishing of a coordinator/consultant to collect organize, analyze, and disseminate gang intelligence as part of the COMBAT High Risk Offender Initiative; and,
WHEREAS, the coordinator/consultant will work with regional law enforcement agencies and community crime prevention agencies to assist in tactical and strategic crime fighting activities in a coordinated effort; and,
WHEREAS, the Director of Finance and Purchasing solicited formal written bids on Request for Proposals (RFP) No. 24-13 for these services; and,
WHEREAS, a total of sixteen notifications were distributed and one response was received and evaluated; and,
WHEREAS, an evaluation committee reviewed the proposal submitted on the basis of experience and personnel, ability to perform the services requested, and pricing, and recommends the award of a contract to Robert Starbuck d/b/a Blue Star Consulting of Kansas City (Clay County), MO; and,
WHEREAS, the Director of Finance and Purchasing recommends the award of a twelve-month contract with one twelve-month option to extend, to Robert Starbuck d/b/a Blue Star Consulting, at a cost to the County for 2013 not to exceed $30,000.00 and an annual cost to the County not to exceed $60,000.00, under the terms and conditions of RFP No. 24-13, for the reason that it is the lowest and best bidder; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri that the purchase be made as recommended by the Director of Finance and Purchasing, and that the Director be, and is hereby, authorized to execute for the County a contract with Robert Starbuck d/b/a Blue Star Consulting, at an annual cost to the County not to exceed $60,000.00, in a form to be approved by the County Counselor; and,
BE IT FURTHER RESOLVED that the Director of Finance and Purchasing is authorized to make all payments, including final payment on the contract, and any extensions, to the extent that sufficient funds have been appropriated to the using spending agency in the then current Jackson County budget.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
