Body
WHEREAS, the Land Trust of Jackson County (Land Trust), since March 2000, has been operating with minimum funding having received from the City of Kansas City, the County, and the Kansas City, Missouri School District the sum of $60,734.00; and,

WHEREAS, the Land Trust, with this minimal funding and with the assistance of County, City, and School District staff, has sold, since May 2001, approximately 327 parcels of property for total receipts of $193,342.00; and,

WHEREAS, Land Trust is in the process of distributing these proceeds to the appropriate taxing authorities; and,

WHEREAS, in order to become fully functional and keep the business running, certain Land Trust expenses must be met, which expenses include insurance, auditing fees, appraisal fees, and tax withholding; and,

WHEREAS, at the present time the Land Trust currently owes $17,400.00 for auditing fees, $12,000.00 for appraisal fees, $16,997.00 for insurance, and $4,000.00 for taxes; and,

WHEREAS, Land Trust cannot continue to operate without meeting these expenses; and,

WHEREAS, the City of Kansas City is willing to commit $25,000.00 toward these expenses if the County commits an additional $25,000.00; and,

WHEREAS, Land Trust has shown a commitment to return properties to private ownership in order to eliminate blight and ensure the said properties are returned to the tax rolls; and,

WHEREAS, in order to make this payment, a transfer is necessary; and,

WHEREAS, the County Executive recommends said transfer; now ...
