Body
WHEREAS, by Resolution 13944, dated December 10, 2001, the Legislature did authorize the County Executive to execute agreements with certain agencies which provide assistance to homeless persons, at an aggregate cost to the county not to exceed $605,033.00 in calendar year 2002; and,

WHEREAS, by Ordinance 3316, dated November 25, 2002, the Legislature did authorize the County Executive to First Addenduma to agreements with these agencies, at an additional cost to the county not to exceed $235,433.00 in calendar year 2003; and,

WHEREAS, by Resolution 14579, dated April 28, 2003, the Legislature did authorize the County Executive to execute Second Addenda to the agreements with these agencies, at an additional cost to the county not to exceed $605,033.00 for the remainder of calendar year 2003; and,

WHEREAS, included within these Resolutions was authorization for agreements with Salvation Army-Crossroads for its program providing services to those in danger of becoming homeless, in an aggregate amount not to exceed $70,000.00; and,

WHEREAS, due to staff turnover of key personnel which resulted in organizations inability to become compliant with the Executive Order governing outside agency funding, funding for Salvation Army-Crossroads under Resolution 13944 and Ordinance 3316 lapsed and agreements were never executed; and,
