Body
WHEREAS, the County owns a "vest pocket" park located at 1314 Garfield in Kansas City, legally described as follows:
Lot 8 and the North 20 feet of Lot 9,
Block 3, Chase's Subdivision, a subdivision
in Kansas City, Jackson County, Missouri

and,

WHEREAS, the area around this park is now without houses, such that the park is no longer suitable for use as such, and has now become excess to the County's needs; and,

WHEREAS, the Director of Parks and Recreation has been requested by the Twelfth Street Heritage Development Corporation, a community development corporation, to consider the transfer of the park to the corporation for the development of in-fill housing to serve low-income residents of the urban core of Kansas City; and,

WHEREAS, article II, § 16.25 of the Jackson County Charter authorizes the Legislature to transfer county property to municipalities of the State of Missouri upon terms it deems advantageous to the County; and,

WHEREAS, the Land Clearance for Redevelopment Authority (LCRA) of Kansas City is a part of the municipal government of the City of Kansas City and is thus eligible to accept a conveyance of this park property pursuant to article II, § 16.25 of the Charter; and,

WHEREAS, LCRA has agreed to, in turn, transfer the park to Twelfth Street Heritage Redevelopment Corporation, on terms mutually satisfactory, for development by the corporation as in-fill housing; and,
