Body
WHEREAS, various County departments have need for drug and alcohol testing related to hiring, worker's compensation, and other personnel needs; and,

WHEREAS, the Director of Finance and Purchasing has solicited written proposals pursuant to Request for Proposals No. 24-039 for drug and alcohol testing for use by various County departments; and,

WHEREAS, a total of 199 notifications were distributed and six responses were received and evaluated from the following:

DATCO Services Corporation
Grass Valley, CA

Tomo Drug Testing
Gladstone, MO

WHEREAS, the proposals submitted were evaluated on the basis of responsiveness to the scope of services, qualifications, experience, approach, and references; and,


WHEREAS, pursuant to section 1054.6 of the Jackson County Code, the Director of Finance and Purchasing recommends the award of a twelve-month term and supply contract, with two twelve-month options to extend, to Test Smartly Labs of Overland Park, KS, as the lowest and best responsive bidder as set out in the attached recapitulation and analysis; and,

WHEREAS, this award is made on an as needed basis and does not obligate Jackson County to pay any specific amount, with the availability of funds for specific purchases subject to annual appropriation, annual spending is estimated to be $45,000.00; now therefore,
