WHEREAS, on October 16, 2009, the City of Kansas City, Missouri submitted a proposal to the Environmental Protection Agency (EPA) for the federal Brownfields Coalition Assessment Grant, in the amount of $1,000,000.00; and,
WHEREAS, the City desires to enter into an Agreement with Jackson County and the Land Clearance for Redevelopment Authority of Kansas City, Missouri (LCRA) to form the Kansas City Brownfields Assessment Coalition, for the purpose of implementing the grant, if awarded; and,
WHEREAS, the grant would fund activities through the Coalition, which may include inventory preparation, site selection criteria development, assessments, planning relating to brownfield sites, outreach materials and implementation, and other eligible activities and programmatic costs as allowed by EPA guidance; and,
WHEREAS, the attached Memorandum of Agreement with the City of Kansas City and LCRA adequately sets out the rights and obligations of the parties with regard to this arrangement, at no cost to the County; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the County Execute be and hereby is authorized to execute the attached Memorandum of Agreement with the City of Kansas City and the Land Clearance for Redevelopment Authority of Kansas City, Missouri.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
