Body
WHEREAS, the Mid-America Assistance Coalition, Inc. (MAAC), is a Missouri not-for-profit corporation based in Kansas City, and is an experienced and sophisticated facilitator of social services to individuals in need; and

WHEREAS, MGE proposes to use MAAC's services to distribute over $1 million to assist those in greatest need; and,

WHEREAS, there is pending before the Missouri Public Service Commission case no GE-2001-393, wherein the issue is how $1.3 million in federal refunds and unauthorized use charge collections are to be distributed to customers of Missouri Gas Energy Co. (MGE); and,

WHEREAS, the Commission's staff and the office of the Public Council have argued that these funds be distributed pro rata among all MGE ratepayers; and,

WHEREAS, MAAC on the other hand has urged that these funds be distributed among those to whom they will make the most difference, ratepayers earning no more than 200% of federal poverty guidelines; and,

WHEREAS, the Legislature agrees with the position advocated by MAAC that, in these time of soaring energy prices, it is important to attempt to assist those in the greatest need; therefore,

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature supports the position advocated by the Mid-America Assistance Coalition in case no. GE-2001-393 before the Missouri Public Service Commission.

Enacted and Approved
Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
