Body

WHEREAS, the Community-Backed Anti-Drug Tax, known as COMBAT, is a one-quarter cent sales tax in Jackson County, that was first approved by voters in 1989 and renewed in 1995; and,

WHEREAS, Jackson County has been nationally and internationally recognized for this innovative and accomplished anti-drug program; and,

WHEREAS, the COMBAT program has successfully united the prevention, treatment, and law enforcement areas of drug control, which has led to its overall successes; and,

WHEREAS, more that 50,000 children receive community-based drug prevention services and Drug Abuse Resistance Education (DARE) programming every year as a result of COMBAT funding; and,

WHEREAS, thousands of individuals in Jackson County have received treatment for their substance abuse problems as a result of COMBAT funding; and,

WHEREAS, the Drug Abatement Response Team (DART) has halted drug-related activities at 7,130 Jackson County properties as a result of COMBAT funding; and,

WHEREAS, more than 3,600 drug and drug related cases have been prosecuted by the Jackson County Prosecuting Attorney’s Office; and,

WHEREAS, the salaries and benefits of more that fifty police officers in Jackson County are funded by COMBAT, making our street and communities safer; and,

WHEREAS, COMBAT has played an important role in our community by ensuring that our children will be properly educated about the dangers of drug use, by providing treatment for those individuals who truly want help with a substance abuse problem, and, by making our community safer by providing resources for law enforcement; now therefore,

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature recognizes the importance of COMBAT and the special one-quarter cent sales tax in Jackson County, Missouri, that funds this anti-drug program, and that the Legislature supports renewal of the COMBAT sales tax on Tuesday, August 5, 2003.
