Body
WHEREAS, by Ordinance No. 2030, dated September 3, 1991, the Legislature created the Housing Resources Commission and designated said Commission as the agency of the County responsible for determining the allocation and distribution of the proceeds of the user fee to organizations providing services to homeless persons; and,
WHEREAS, upon recommendation of the Commission and by Resolution 13944, dated December 10, 2001, the Legislature did authorize the County Executive to execute Agreements for the expenditure of County user fee funds to certain organizations providing services to homeless persons, at an aggregate cost to the County not to exceed $605,033.00; and,
WHEREAS, by Ordinance No. 3316, dated November 25, 2002, the Legislature authorized First Addenda to agreements, extending the term of each agreement for an additional three months and increasing the respective amounts, for an additional aggregate cost to the County of $235,433.00; and,
WHEREAS, the Commission desires to further assist these organizations in the provision of services and now recommends that Agreements be increased, in the respective amounts set forth on the attachment, at an additional aggregate cost to the County of $605,033.00; and,
WHEREAS; an appropriation from the unappropriated surplus of the Homeless Assistance Fund is necessary to cover the cost of this expenditure; and,
WHEREAS, the County Executive recommends this appropriation as an amendment to her proposed 2003 Jackson County budget; now therefore,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, that the following appropriation from the unappropriated surplus of the 2003 Homeless Assistance Fund be and hereby is made:

BE IT FURTHER ORDAINED by the County Legislature of Jackson County, Missouri, that the County Executive be and hereby is authorized to execute Second Addenda to existing Agreements with organizations providing services to homeless persons, in the respective amounts set forth on the attachment, in a form to be approved by the County Counselor; and,
BE IT FURTHER ORDAINED that the Manager of the Division of Finance be and hereby is authorized to make all payments, including final payment on the agreements and all addenda thereto.
Enacted and Approved
Effective Date: This ordinance shall be effective immediately upon its signature by the County Executive.
