Body
WHEREAS, the voters of Jackson County, Missouri, renewed the sales tax to provide funding for the fight against illegal drugs in our community; and,
 
WHEREAS, the proceeds and interest generated from this tax are deposited in a special Jackson County Anti-Drug Sales Tax Trust Fund that is segregated and not commingled with the general fund or any other special funds of the County; and,
 
WHEREAS, in 2009, voters authorized the addition of an anti-violence component to the COMBAT campaign; and,
 
WHEREAS, the voters and the Legislature authorized the Drug Commission, subject to approval by the Legislature, to contract with any organization or entity, whether public or private, which engages in anti-violence activities; and,
 
WHEREAS, by Request for Proposals 59-13, the Drug Commission solicited proposals from community agencies seeking to provide anti-violence initiative  activities and services for the two-year period 2014-2015; and,
 
WHEREAS, these proposals were evaluated by outside experts who made funding recommendations to the commission; and,
 
WHEREAS, after review of the outside evaluators recommendations, the  Jackson County Drug Commission has recommended that the County Executive be authorized to execute agreements with certain outside agencies engaged in anti-violence activities for services from January 1, 2014, to December 31, 2014;  and,
 
WHEREAS, the execution of agreements for the services of these agencies, in the amounts indicated on the document attached hereto as Exhibit A, is in the best interests of the health, welfare, and safety of the citizens of Jackson County; now therefore,
 
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the County Executive be and hereby is authorized to execute agreements with the outside agencies listed on the attached Exhibit A, in the respective amounts indicated, in a form to be approved by the County Counselor; and,
 
BE IT FURTHER RESOLVED that the Director of Finance and Purchasing be and hereby is authorized to make all payments, including final payment on the agreements.
 
 
Enacted and Approved
Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
