A RESOLUTION expressing the sympathy of the Legislature to the family and friends of former Jackson County legislator,  Patricia J.  Cowan-Scaggs, upon the occasion of her untimely death.

                                                               Robert A. Stringfield, and Henry C. Rizzo, County Legislators

 

 

Body

WHEREAS, the members of the Legislature extend their deepest sympathy to the family and friends of Patricia J. Cowan-Scaggs, who departed this life on Friday, April 2, 2004; and,

 

WHEREAS, Patricia was a pillar of our community and utilized her talents and expertise as an educator and legislator to improve the quality of life for the residents of Jackson County ; and,

 

WHEREAS, Patricia graduated from Lincoln High School in 1958, Lincoln University in Jefferson City in 1963, and earned a master's degree in education from the University of Missouri-Kansas City in 1970; and,

 

WHEREAS, during Patricia's tenure with the Jackson County Legislature from 1978 to 1981, she served as chair of the Legislature's Health and Justice Committee and was appointed to the boards of Truman Medical Center, Mid-America Regional Council and the Kansas City Area Commission on Aging; and,

 

WHEREAS, Patricia was the first president of the local chapter of the Coalition of 100 Black Women and was a teacher for the Kansas City School District before and after her politcal career; and,

 

WHEREAS, Patricia is survived by her husband Edward Scaggs, and a host of other relatives and friends; now therefore,

 

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature hereby extends sincere appreciation for the many contributions made by Patricia J. Cowan-Scaggs during her life and extends its deepest sympathy to family and friends upon the occasion of her untimely death.

 

Enacted and Approved

Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
