Body

WHEREAS, Francis A. "Frank" Quinn was recently selected as"Labor's Representative of the Year" by the Labor's Educational & Political Club Independent because of the outstanding work he has accomplished in his profession over the last 35 years; and;

 

WHEREAS, Frank was born the youngest of three children to Irish-American parents on September 24, 1943; and,

 

WHEREAS, Frank and his siblings were raised with a strong sense of right and wrong, and instilled with a strong work ethic; and,

 

WHEREAS, Frank followed in his father's footsteps by becoming a pipe fitter, while his brother and sister both followed religious callings; and,

 

WHEREAS, he received his early education at Redemptorist School, and went on to attend DeLaSalle High School, graduating in 1961; and,

 

WHEREAS, he joined the United States Marine Corps, serving from April 1962 - August 1966, including service in Vietnam for a year starting in the summer of 1964; and,

 

WHEREAS, in 1967, Frank  began a five-year pipe fitters' apprenticeship training program, which was the start of his long career in labor and his dedication to the men and women of labor; and,

 

WHEREAS, he served as Business Representative of Local Union # 533 for four years before becoming Business Manager, a position he has held for the past 11 ½ years; and,

 

WHEREAS, he serves as head of the Pipe Fitters' Joint Apprenticeship Committee, and currently serves on the Local Union # 533 Executive Board and the Missouri, Iowa, Nebraska and Kansas Pipe Trades Association Board; and,

 

WHEREAS, Frank oversees Local Union # 533's organizing efforts, coordinates political activities, and has led Local Union # 533 in supporting the community through programs such as Christmas in October and Dads Against Diabetes; and,

 

WHEREAS, during his career he has worked with or served on boards of many local labor organizations, including  the Kansas City Building and Construction Roads Board, and the Labor Management Council of Greater Kansas City Board; and,

 

WHEREAS, additionally, Frank has served on labor committees at the national level, including the United Association National Distribution Negotiating Committee in Washington, D.C; and,

 

WHEREAS, over the years, Frank has mediated grievances between members and employers in a just and fair manner, is a skilled negotiator, and has played a principal role in maintaining one of the highest pay scales for pipe fitters in the area; and,

 

WHEREAS, Frank believes that all workers are entitled to a good quality of living and a good paying job; and,

 

WHEREAS, respect and admiration go out to Frank Quinn for his many years of providing quality leadership to the members of Pipe Fitters Local Union # 533; now therefore,

 

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature congratulates Frank Quinn, President of Pipe Fitters Local Union # 533 upon being selected as "Labor's Representative of the Year" by the Labor's Educational & Political Club Independent.

Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
