A RESOLUTION congratulating Officer Richard Adkins, Jr., on his 22 years with the Champaign, Illinois Police Department, and wishing him well on his retirement.

Body

WHEREAS, Officer Richard Adkins, Jr., is retiring after 22 years of employment with the Champaign, Illinois Police Department, with 13 of those years as a D.A.R.E. officer; and,

 

WHEREAS, Officer Adkins actually began his career in law enforcement with the United States Marine Corps, transporting prisoners while serving in Vietnam in 1969; and,

 

WHEREAS, when he returned home from Vietnam, he began working as a security officer in one of the Kansas City Public Housing Authority projects, and later worked in a juvenile residential treatment facility in the Kansas City area; and,

 

WHEREAS, after moving to Illinois, he worked for the University of Illinois as a police officer for its Urbana-Champaign campus and, in 1980, began work as a supervisory correctional officer for the Champaign County Correctional Center in Urbana, Illinois; and,

 

WHEREAS, he began his career with the Champaign, Illinois Police Department as a junior patrol officer in May 1981, and was promoted to senior patrol officer in 1988; and,

 

WHEREAS, Officer Adkins' special assignment as a D.A.R.E. officer included teaching fifth grade elementary students about the dangers of drugs, alcohol, tobacco, and gang violence; and,

 

WHEREAS, Officer Adkins was also appointed as the Police Department's Informational Officer for the elderly in the community; and,

 

WHEREAS, during his career with the Champaign Police Department he wore many hats, but his most enduring legacies will be his work with D.A.R.E, where he touched the lives of an estimated 4,000 students, and his public relations events for the department; and,

 

WHEREAS, he has received many awards and honors over the course of his career including the City of Champaign Police Department's "Medal of Valor," and the "Local Hero" award from the Champaign-Urbana News-Gazette, for saving the life of a man found in a burning car, and,

 

WHEREAS, he was selected to be one of 12 "Hometown Heroes" to greet President Bill Clinton at Willard Airport upon the arrival of Air Force One; and,

 

WHEREAS, Officer Adkins is currently finishing school to obtain his teaching certification and plans to teach elementary school and spend time with his wife of 24 years, Tillie, and their two daughters, Danielle and Leslie; therefore,

 

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature congratulates Officer Richard Adkins, Jr. on his 22 years with the Champaign, Illinois Police Department, and wishes him success and enjoyment in all of his future endeavors.

Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
