IN THE COUNTY LEGISLATURE OF JACKSON COUNTY, MISSOURI Title A RESOLUTION requesting the Jackson County Auditor and the Missouri State Auditor to audit all financial transactions and accounts relating to the management and construction of the Jackson County Detention Center Annex and renovation project. Intro RESOLUTION 12794, June 25, 1999 INTRODUCED BY Ronald E. Finley and Terry Young, County Legislators Body WHEREAS, the Office of the County Counselor has advised the Legislature that a contractor involved in the Jackson County Detention Center Annex project has demanded arbitration of a construction claim on the project; and, WHEREAS, the County Counselor has also recommended that the Legislature settle the claims of two other contractors on the project for additional work they performed; and, WHEREAS, as a result of such recommended settlements and arbitration, the Legislature has been presented with the probability of expenditures of substantial monies over the amount budgeted for the construction of the Jackson County Detention Center Annex; and, WHEREAS, the Legislature requested and was presented with a report by the County Executive of Jackson County listing expenditures for the Jackson County Detention Center Annex project, but said report did not present or make recommendations regarding said additional costs reported by and recommended for payment by the County Counselor of Jackson County, Missouri; and, WHEREAS, the 1999 budget of Jackson County, Missouri, as adopted by the Legislature, makes no allowance for payment of the cost overruns, attorney fees, consultant fees, and arbitration/litigation costs contemplated by the recommendation of the County Counselor for Jackson County, and said probable expenditures were not presented to the Legislature during budget deliberations; and, WHEREAS, it is the best interest of the welfare of the citizens of Jackson County, Missouri, that said recommended expenditures be verified and that the management of the construction of the Jackson County jail project be audited; now therefore, BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Jackson County Auditor be and hereby is requested to audit all financial transactions and accounts relating to the management and construction of the Jackson County Detention Center Annex project, including all proposed expenditures recommended or contemplated in connection with pending claims; and, BE IT FURTHER RESOLVED that the Missouri State Auditor be and hereby is requested to provide whatever assistance she deems appropriate in this audit, so that the audit can be completed in a timely manner so as to aid the Legislature in its deliberations regarding this project. Attorney Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
