IN THE COUNTY LEGISLATURE OF JACKSON COUNTY, MISSOURI Title A RESOLUTION expressing the intent of the Legislature that an equitable portion of the costs of operating the Sheriff's Department's dispatch functions be allocated among the cities within the County for which the department provides these services. Intro RESOLUTION #12895, October 4, 1999 INTRODUCED BY Ronald E. Finley, County Legislator Body WHEREAS, the Sheriff's Department currently provides police dispatch and computerized record-checking services for seven cities within the County which otherwise operate their own police departments: Buckner, Grain Valley, Greenwood, Lake Lotawana, Lake Tapawingo, Lone Jack, and Oak Grove; and, WHEREAS, the Sheriff estimates that calls and computer checks from within these cities constitute 25% of the workload of the department's dispatch section; and, WHEREAS, in order to upgrade dispatch services, the Sheriff has requested that the department's budget be increased for the year 2000 to allow for the hiring of four additional dispatchers; and, WHEREAS, the Legislature supports the upgrading of these services, but believes it is appropriate that an equitable portion of the cost of providing them be allocated among the cities which enjoy their benefit; now therefore, BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that County staff be and hereby is authorized to negotiate intergovernmental cooperative agreements with the cities which utilize these services, these agreements shall provide for the affected cities to assume a proportionate portion of the total costs of the Sheriff's dispatch services, to be allocated among the cities in a fair and equitable manner, based on population, assessed valuation, or both. Attorney Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
