A RESOLUTION establishing Jackson County's priorities for the 2004 regular session of the Missouri General Assembly.

Body
WHEREAS, during its upcoming 2004 regular session, the Missouri General Assembly will consider many items of legislation affecting Jackson County's government and citizens; and,
WHEREAS, in connection with this session, it is appropriate that the Legislature work with the County Executive and administration to determine which legislative proposals the County should support and which it should oppose; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that, after due consideration, the Legislature establishes the following items as the 2004 Missouri General Assembly legislative priorities which it deems most important to Jackson County's government and citizens:
Continued state funding for improvements at Harry S. Truman Sports Complex, at at least the level budgeted for the past five years, $3 million.
A comprehensive, multi-modal transportation plan, with multiple funding sources, to address transportation needs in all modes.
Restoration of full reimbursement for Jackson County Family Court Division salaries.
Restoration of per diem reimbursement rate for housing state prisoners to 1998 level.
Reimbursement to counties of medical expenses incurred for state prisoners.
Increase in percentage of property taxes that can be retained for improvements in assessment practices, such as GIS and mapping.
Requiring automobile insurance companies to offer reduced premiums to drivers who complete an 8-hour defense driving course.
Providing for the growth of life science research and development of related industries in the Kansas City area.
Adoption of standard statewide schedules for depreciation of personal property to be used in calculating business personal property taxes.
Continued full state funding of circuit court judicial functions.
Continued full state funding of the Office of the State Courts Administrator.
Authorization for use of pooled account for investment of client funds by the Jackson County Public Administrator.
Amendment of the definition of "distressed communities" in economic development legislation to provide more equal access to tax credit programs in Kansas City and the rest of Jackson County.
Promotion of the importance of the Lewis and Clark Expressway in Jackson County.
Full state funding for the improvement of M-291 Highway, between M-210 Highway and Kentucky Road.
Enacted and Approved
Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
