Body
WHEREAS, §9057. of the County Code, governing membership on the Housing Resources Commission, currently requires that each of the six lay members of the commission reside in a difference County legislative district; and,
WHEREAS, the recent reapportionment of the Legislature has created a situation where members appointed from one district now reside in another; and,
WHEREAS, this residing requirement has made it difficult for the County Executive to attract candidates who are both interested in and qualified for membership on the commission; and,
WHEREAS, no other County board has a similar geographic residency requirement; and,
WHEREAS, the Commission has also found it unnecessary to meet six times per year, as the code now requires; and,
WHEREAS, it is in the best interest of the health, safety, and welfare of the citizens of Jackson County that there requirements be relaxed; now therefore,
BE IT ORDAINED by the County Legislature of Jackson County, Missouri, as follows:
Section A. Enacting Clause. Section 9057., Jackson County Code, 1984, is hereby repealed and one new section enacted in lieu thereof, to be known as §9057., to read as follows:
9057. Establishment of Housing Resources Commission.
There is hereby established the Jackson County Housing Resources Commission, consisting of nine members, who shall include the Legislator from the Second District, who shall serve as chairman, a member of the staff of the Legislative Auditor as he shall designate, a member of the staff of the County Counselor as he shall designate, and six Jackson County residents who shall be appointed by the County Executive subject to disapproval by the County Legislature. [One appointed member shall be a resident of each of the six County legislative districts.] The term of each appointed member shall be three years; provided, however, that of the first appointments, two persons shall be appointed for three years, two persons for two years, and two persons for one year. Any vacancy on the Commission shall be filled by appointment and approval in like manner for the unexpired portion of the term. All members shall continue to serve until their successors have been appointed and qualified. The Commission shall meet [in regular business meetings at least once every two months and may hold such additional meetings] from time to time as it deems necessary. A majority of the Commission shall constitute a quorum for the transaction of business. Each member of the Commission shall serve without pay but may be reimbursed from the special fund created by section 9056. for moneys actually and necessarily expended in the performance of their duties under sections 9054._9058., but such reimbursement shall not exceed two and one_half percent of the fees collected annually pursuant to section 9054.

Effective Date: This Ordinance shall be effective immediately upon its signature by the County Executive.
