Body
WHEREAS, the Director of Finance and Purchasing has solicited bids on Electronic Solicitation No. BB200951 for the furnishing of traffic signs and supplies for use by the Parks and Recreation and Public Works Departments to provide for departmental needs for the upcoming twenty-four (24) month period, with options to extend for twelve (12) month terms not to exceed an additional total of thirty-six (36) months; and,
WHEREAS, the Legislature did, by Resolution #16174, dated February 26, 2007, previously award a twelve (12) month contract with two (2) extensions of twelve (12) months; and,
WHEREAS, a total of forty-five (45) notifications were distributed and seven (7) responses were received, two (2) of which were deemed non-responsive, with the lowest bids as follows:

WHEREAS, only one bidder (J & A) bid on all 29 items contained in the Solicitation, while MD Solutions bid on only 6 items and Rocal, Inc bid on only 13 items and two other bids did not meet minimum specifications required by the needs of the Departments; and,
WHEREAS, the Director of Finance and Purchasing recommends that the contract be awarded to the lowest and best bidder for each item; and,
WHEREAS, award as recommended would result in an award to J & A Traffic of Blue Springs, MO for the furnishing of line items 1 through 29 and catalog orders as specified in the Solicitation; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be made as recommended by the Director of Finance and Purchasing, and that the Director be, and is hereby, authorized to execute for the County any documents necessary to the accomplishment of the award and any extensions; and,
BE IT FURTHER RESOLVED that the Director of Finance and Purchasing is authorized to make all payments, including final payment on the contracts and subsequent extensions, to the extent that sufficient appropriations to the using spending agencies have been made in the then current Jackson County budget.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
