AN ORDINANCE repealing § 1060., Jackson County Code, 1984, relating to County purchasing, and enacting, in lieu thereof, one new section relating to the same subject.

Body

BE IT ORDAINED by the County Legislature of Jackson County, Missouri as follows:

 

Section A.  Enacting Clause.   Sections 1060., Jackson County Code, 1984, is hereby repealed and one new section enacted in lieu thereof, to be known as section 1060., to read as follows:

 

1060.                     Purchases between $2,000 and $5,000.

Before a purchase is made in the amount of not less than two thousand dollars ($2,000) but not more than five thousand dollars ($5,000), the Director of Purchasing shall give the members of the County Legislature five (5) working days' written notice of the intention to make the award.

1060.1  Contents of Notice.

The notice shall set forth the bid number and title, award deadline, recommended award and amount, and list the next closest two (2) bids received, together with the findings and recommendations of the Director of Purchasing.

 

1060.2  Time for Legislature to Respond.

If the Director of Purchasing has not received written objection by [three (3)] one (1) or more members of the County Legislature to the proposed award within the period of three (3) working days, the Director may proceed to make the award as indicated in the notice.

 

1060.3  Legislature Objects.

If the Director of Purchasing receives written objections by  [three (3)] one (1) or more members of the County Legislature within the period of three (3) working days, the Director shall not make the award but shall submit his recommendations for County Legislature approval, as provided in Section 1055.00.

 

Enacted and Approved

Effective Date:  This ordinance shall be effective immediately upon its signature by the County Executive.
