Body
WHEREAS, the Adult Basic Education Council has named Department of Corrections ABE Instructor Bill Merritt as its Teacher of the Year for 2002; and,
WHEREAS, Bill was selected over all other instructors teaching ABE classes throughout the Kansas City area; and,
WHEREAS, he began employment as an ABE instructor with the Jackson County Detention Center in March 2000; and,
WHEREAS, since that time he has made a major contribution to the success rate of inmates obtaining their General Educational Development (GED) certificates; and,
WHEREAS, Bill earned his Masters Degree in reading from the University of Missouri at Kansas City and served as a reading specialist for the Kansas City School District for ten years; and,
WHEREAS, with his credentials, Bill could work anywhere, but he chooses to work with inmates at the detention center; and,
WHEREAS, his sincere commitment to improving the lives of JCDC inmates through education is greatly appreciated; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature congratulates ABE Instructor Bill Merritt upon being named Adult Basic Education Teacher of the Year for 2002.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
