IN THE COUNTY LEGISLATURE OF JACKSON COUNTY, MISSOURI

A RESOLUTION awarding contracts for the furnishing of classified advertising services for use by the Human Resources Department to The Kansas City Star Co. of Kansas City, MO, and The Call of Kansas City, MO, at an aggregate cost to the County not to exceed $9,500.00, as a sole source purchase.

Body
WHEREAS, Section 1040.1 of the Jackson County Code, 1984, eliminates the requirement for competitive bidding when items to be purchased can be obtained from only one source; and,
WHEREAS, Section 1063.00 of the Code requires notification of and approval by the Legislature on such sole source purchases exceeding $5,000.00; and,
WHEREAS, the Purchasing Director recommends a contract with The Kansas City Star Co. of Kansas City (Jackson County), MO, at a cost not to exceed $8,000.00, for the furnishing of classified advertising services for use by the Human Resources Department; and,
WHEREAS, the Purchasing Director further recommends that it not take competitive bids with regard to said contract for the reason that The Kansas City Star Co. of Kansas City, MO, is the only supplier of advertising services in the Kansas City metropolitan area with a circulation meeting departmental needs; and,
WHEREAS, the Director further recommends a contract with The Call of Kansas City (Jackson County), MO, for these services, at a cost to the County not to exceed $1,500.00; and,
WHEREAS, because the amount of this proposed contract is less than $2,000.00, this contract is not required to be bid under chapter 10 of the County Code; and,
WHEREAS, the County also places classified employment advertising with Dos Mundos, but the amount of that contract is beneath the threshold requiring legislative approval; therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Purchasing Director be, and hereby is, authorized to execute for the County contracts with The Kansas City Star Co. of Kansas City, MO, and The Call of Kansas City, MO, for the furnishing of advertising services for the Human Resources Department, in an aggregate amount not to exceed $9,500.00; and,
BE IT FURTHER RESOLVED that the Director of the Department of Finance is authorized to make all payments including final payment on the contracts.
Enacted and Approved
Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
