WHEREAS, Bettie Yahn-Kramer is a dedicated professional with twenty-three years parks

and recreation experience and proven progressive management ability; and,

 

WHEREAS, she became director of the Jackson County Parks and Recreation Department in June 1992, after holding the positions of park supervisor I and II, district manager of maintenance and operations, superintendent of park maintenance for the central division, and assistant director; and,

 

WHEREAS, Bettie developed and administered a budget of 11 million dollars for one of the oldest and largest county park systems in the United States, with 25 parks totaling 22,000 acres, serving 2,000,000 visitors annually; and,

 

WHEREAS, she directed a departmental full-time and part-time staff of 400 employees, and communicated and interacted with the Legislature and the County Executive and administration; and,

WHEREAS, Bettie worked closely with outside agencies and special interest groups such as the U.S. Army Corps of Engineers, the Missouri Department of Conservation, the National Park Service, Burroughs Audubon Society, A.T.&T. Telephone Pioneers, the Metropolitan Community College, and the University of Missouri; and,

 

WHEREAS, she obtained a Bachelor of Science degree in horticulture from the University of Missouri at Columbia, has attended the Pacific Revenue Sources Management School and the Park Planning and Maintenance School, and has been a presenter at local and regional workshops as well as state and national conferences; and,

 

WHEREAS, Bettie served as chair of the Great Lakes Regional Council of the Parks and Recreation Association, and received the Parks and Natural Resource Management Section Distinguished Service Award in 1995; and,

 

WHEREAS, she served on the executive board of the Missouri Park and Recreation Association (MPRA) and received the MPRA Fellow Award in 1998; and,

 

WHEREAS. Bettie served as chair of the University of Missouri School of Natural Resources Advisory Council and currently serves on the executive board of the University of Missouri Alumni Association; and,

 

WHEREAS, Bettie has displayed professionalism and exemplary service during her tenure with Jackson County Parks and Recreation and deserves the highest of praise for her many accomplishments; therefore,

 

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature congratulates Bettie Yahn-Kramer upon accepting the position as Director of St. Charles County Parks and Recreation and wishes her much success in her future endeavors.

Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
