Body

WHEREAS, the County's homeless assistance program, funded by a fee on recorded documents, has been in existence since 1991, and is currently administered by the Housing Resources Commission established under sections 9056. through 9058. of the county code; and,

 

WHEREAS, over eleven years of experience has revealed that the oversight of this program  can best be done through a  five (5) member commission with the assistance and cooperation of a dedicated and experienced staff person and the Legislative Auditor's Office; now therefore,

 

BE IT ORDAINED by the County Legislature of Jackson County, Missouri, as follows:

 

Section A.                       Enacting Clause.

Sections 9057., Jackson County Code, 1984, is hereby repealed, and two new sections enacted in lieu thereof, to be known as sections 9057., and 9059., to read as follows:

 

9057. Establishment of Housing Resources Commission.

There is hereby established the Jackson County Housing Resources Commission (JCHRC), consisting of five (5) voting members, which shall include the Legislator from the Second District, who shall serve as the chairman of the Commission, and four (4) Jackson County residents who shall be appointed by the County Executive subject to disapproval by the County Legislature.  The term of each appointed member shall be three years. Appointments to the commission made after the effective date of Ordinance 3463s shall, to the maximum extent possible, preserve the staggered terms of office. Any vacancy on the Commission shall be filled by appointment and approval in like manner for the unexpired portion of the term.  All members shall continue to serve until their successors have been appointed and qualified.  The Commission shall meet [from time to time] at regular meetings at least once every two months and at such additional meetings from time to time as it deems necessary.  A majority of the Commission shall constitute a quorum for the transaction of business.  Each member of the Commission shall serve without pay but may be reimbursed from the special fund created by section 9056., for moneys actually and necessarily expended in the performance of their duties under sections 9054. - 9058., but such reimbursement shall not exceed two and one-half percent of the fees collected annually pursuant to section 9054.

 

9059.    Housing Resources Commission Staff

The staff of the Housing Resources Commission shall consist of one (1) person appointed as the Housing Resources Commission staff assistant by the Chairman of the Legislature subject to the approval of the Legislature for a term of two (2) years with the first term expiring as of January 31, 2007.  The person appointed as staff assistant shall be experienced in county government or have comparable experience with other legislative bodies and the governmental contract process at the county or other governmental level. The staff assistant shall be compensated from the Homeless Assistance Fund as permitted by the provisions of Chapter 67.1062 et seq., RSMo, as amended, at a rate or salary established by the County Legislature.

Effective Date:  This Ordinance shall be effective immediately upon its signature by the County Executive.
