A RESOLUTION authorizing the Manager of the Division of Finance to execute an agreement with UMB Bank to provide for lockbox processing (not to exceed $53,000.00 annually) and on-line debit tax payments (not to exceed $15,100.00), at an estimated annual cost to the County not to exceed $68,100.00.

Body

WHEREAS, UMB Bank has served as the County's primary depositary institution since at least 1994; and,

 

WHEREAS, with the opening of its new Operations and Technology Center in 1999, UMB enhanced its ability to serve its banking customers by providing for imaging and processing of remittance payments, through a "lockbox" system; and,

 

WHEREAS, under this system, UMB picks up the County's tax and other payments at the post office several times a day, processes the payments in an electronic format and notifies the County so that the proper accounts can receive credit, and promptly deposits the payments in the County's account; and,

 

WHEREAS, this system greatly expedited the County's tax collection process; and,

 

WHEREAS, UMB now proposes to continue its lockbox processing system and on-line direct debit tax payments, whereunder taxpayers are able to pay their county property taxes over the internet via electronic checks; and,

 

WHEREAS, the estimated annual fee for these services is $68,100.00; and,

 

WHEREAS, the County will be able to offset much of this fee with saved overtime salary expenses within the Collection Department; now therefore,

 

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Manager of the Division of Finance be and hereby is authorized to execute any and all documents with UMB Bank in a total annual amount not to exceed $68,100.00 to provide for continued lockbox services and on-line debit tax payments; and,

 

BE IT FURTHER RESOLVED that the Manager of the Division of Finance be and hereby is authorized to make all payments, including final payment on the contract, to the extent that sufficient appropriations to the using spending agency are included in the then current Jackson County budget.

Effective Date:  This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
