IN THE COUNTY LEGISLATURE OF JACKSON COUNTY, MISSOURI

Title
A RESOLUTION expressing support for equitable property taxes.

Intro
RESOLUTION NO. 21226, April 3, 2023

INTRODUCED BY Manuel Abarca IV, County Legislator

Body
WHEREAS, in Jackson County there are approximately 296,000 real estate tax parcels; and,

WHEREAS, the County performs real property reassessment every odd year; and,

WHEREAS, according to the Federal Reserve Bank of St. Louis, the estimated median household income for Jackson County in 2021 was only $63,282; and,

WHEREAS, according to the Federal Reserve Bank of St. Louis, 30.35 percent of households in Jackson County are "burdened," or spend thirty percent or more of their household income on housing costs, such as rent or mortgage expenses; and,

WHEREAS, populations who live on a fixed income, such as social security or pensions, will be negatively impacted by an unforeseen increase in property taxes that they cannot afford; and,

WHEREAS, the County has responsibility to protect the working-class, historically-marginalized, and vulnerable communities; and,

WHEREAS, increases in property taxes that do not take these issues into consideration can, and will, disproportionately damage these communities, increasing gentrification and making our County a more hostile place for immigrants to live; and,

WHEREAS, the County's residents should have the right to age in place and not be pushed out and or displaced from the County they choose to live in; now therefore,

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature expresses its support for SJR21 and SB190 and other bills pending before the Missouri General Assembly that aim to protect vulnerable communities and set equitable property assessment standards so as not to displace our County residents.
