A motion was made by Theresa Cass Galvin, seconded by Tony Miller to  
approve the journal of the previous meeting held on August 29, 2022. The  
motion passed by a voice vote.

HEARINGS  
None.  
COMMUNICATIONS WITH AND REPORTS OF THE COUNTY EXECUTIVE  
Frank White, Jr., County Executive, thanked Tony Miller, County  
Legislator, for his attendance at the press conference announcing the  
“Bright Lights for Charlie” event to be held Saturday, September 17, 2022,  
to show support and bring awareness to bikers. Registration for the event is  
free, but donations will be accepted. For more information, please go to  
Frank White, Jr., expressed his thanks to the Legislators who attended the  
successful Groundbreaking Ceremony for the new Detention Center on  
Wednesday, September 7, 2022.  
Lastly, Mr. White said the County Executive’s Golf Tournament was held  
Friday, September 9, 2022, at Fred Arbanas Golf Course. They had the  
largest attendance ever with 144 golfers. The funds raised this year will go  
to support Foster Adopt Connect.  
Charlie Franklin, County Legislator, recognized that Mr. White celebrated  
his birthday on September 4, 2022.  
Jeanie Lauer, County Legislator, said she had received questions and  
comments from constituents regarding the Royals stadium. Information in  
the news media is confusing. She asked for a status update from the  
Administration regarding these discussions. Mr. White said they have not  
had any real discussions with ownership regarding the stadiums. The  
County will do everything it can to keep the stadiums in Jackson County.  
Mr. White said Kansas City volunteers to contribute $2 million to the  
stadiums, but the stadiums are owned by Jackson County and these  
decisions will come through Jackson County. The County pays about  
$250 million a year toward upkeep on the stadiums. The Administration is  
open to having discussions.  
Ronald E. Finley, County Legislator, said the State of Missouri also  
contributes $3 million a year to the stadiums. He said a few years ago the  
Cardinals football team relocated downtown, but then left the stadium,  
leaving the City of St. Louis with a bill for the facility. Mr. White said St.  
Louis reached a settlement with the team over that move. Mr. White said it  
is not unusual for sports teams to start discussions about upkeep and  
improvements when they get near the end of their lease. He said there are  
many questions to be asked, including how any changes will benefit the  
community and taxpayers. Public funding of sports stadiums has not been  
popular around the country.  
Tony Miller said he hopes everyone keeps an open mind with the  
common goal to keep the Royals and the Chiefs here. He hopes everyone  
will work together.  
Charlie Franklin recognized Sergeant Charles DeGroff on the occasion of  
his 40 years of service to Jackson County. Jay Haden, Chief Deputy  
County Counselor, said Sgt. DeGroff has served reliably and with honor.

PERFECTION OF PROPOSED ORDINANCES AND REPORTS OF COMMITTEE  
Finance and Audit Committee moved to perfect.  
Tony Miller objected to the Consent Agenda.  
A motion was made by Tony Miller, seconded by Theresa Cass Galvin to  
perfect Ordinance #5657. The motion passed by a voice vote.

adopt Ordinance #5657 appropriating $50,000.00 from the undesignated  
fund balance of the 2022 Grant Fund, in acceptance of the State of Missouri  
Drug Courts Coordinating Commission Family Drug Court Program Grant  
for use by the Family Court Division. The motion passed by a roll call vote:

A RESOLUTION transferring $792,935.00 within the 2022 County  
Improvement Fund to provide for architectural services relating to the  
remodeling of the new Jackson County Administration Building to be  
provided by an existing County term and supply vendor.

Repealing schedule I to chapter 2, Jackson County Code, 1984, relating to  
County associates not within the Merit System, and enacting, in lieu thereof,  
one new schedule relating to the same subject.  
(Assigned to the Justice and Law Enforcement Committee.)  
Appropriating $45,000.00 from the undesignated fund balance of the 2022  
Self-Insurance Fund and authorizing an increase to the contract with  
Missouri Public Entity Risk Management Fund of Jefferson City, MO, for the  
furnishing of vehicle liability insurance for use countywide.

INTRODUCTION OF PROPOSED RESOLUTIONS AND ASSIGNMENT TO COMMITTEE  
Transferring $39,375.00 within the 2022 General Fund and awarding a  
contract for the furnishing of law enforcement video equipment for use by the  
Sheriff’s Office and Parks + Rec Department to Motorola Solutions of  
Chicago, IL, under the terms and conditions of Request for Proposals  
No.19-21, at an actual cost to the County in the amount of $39,375.00.

Transferring $89,520.00 within the 2022 General Fund to cover  
unanticipated budgetary shortfalls within the Jackson County Circuit Court’s  
budget.

Awarding a ten-year contract for the furnishing of a cloud-based,  
software-as-a-service solution for use by the Departments of Finance and  
Purchasing and Human Resources and the Jackson County Circuit Court to  
Precision Task Group, of Houston, TX, under the terms and conditions of the  
State of Texas, Department of Information Resources Contract No.  
DIR-TSO-4242, a competitively-bid government contract, at an actual cost to  
the County in the amount of $2,122,164.00 for 2022 and a total 10-year cost  
of $13,848,355.52.

A motion was made by Theresa Cass Galvin, seconded by Ronald E.  
Finley, to adopt Resolution #21037, authorizing the Jackson County  
Legislature to hold a closed meeting on Monday, September 12, 2022, for  
the purpose of conducting privileged and confidential communications  
between itself and the Jackson County Counselor under section 610.021(1)  
of the Revised Statutes of Missouri, and closing all records prepared for  
discussion at said meeting. The motion passed by a roll call vote:

NEW BUSINESS  
Tony Miller said he appreciates the Kansas City Star’s work on the need for  
road improvements to the area around View High Drive where the cyclist  
was struck in a hit and run recently. He hopes the City of Kansas City will  
make improvements to this area a priority. He said a few years ago the City  
of Lee’s Summit made improvements to the area along Lee’s Summit  
Road. Kansas City pledged to improve the roads from Anderson to Gregory.  
Kansas City voters approved bonds to fund improvements, but it has come  
to his attention plans for this work have changed. He hopes the City of  
Kansas City will address this area before more accidents occur.
