A motion was made by Dan Tarwater III, seconded by Tony Miller to approve  
the journal of the previous meeting held on August 08, 2022. The motion  
passed by a voice vote.

HEARINGS

COMMUNICATIONS WITH AND REPORTS OF THE COUNTY EXECUTIVE  
None.  
Resolution #21026 was adopted and presented at this time. See page 5  
for details.  
Jeanie Lauer asked the Administration to give the Legislature a quarterly  
financial report on actual expenditures. Jalen Anderson, County  
Legislator, agreed. He said a quarterly report will be helpful, particularly  
since there will be a new jail and bond issues, as well as new Legislators  
coming on board in four months. Frank White, Jr., said he will have the  
financial offices look into providing that information. Troy Schulte, County  
Administrator, said he could provide the 2nd quarter report on the general  
fund, park fund and health fund. He will also provide preliminary  
information on the 3rd quarter. Ronald E. Finley, County Legislator, asked  
about the outside agency funding. He said he understands agencies  
receive their funding quarterly. Troy Schulte said the outside agency  
funding is inclusive of health fund. The Legislative Auditor’s Office will  
continue to provide detail on that allocation. Caleb Clifford, Chief of Staff,  
said he will work with Legislators to ensure everything they want is included  
in the report.  
Scott Burnett, County Legislator, thanked Frank White, Jr., regarding his  
public statement supporting the young men who were discriminated  
against at a water park in Lee’s Summit. Mr. White said this is something  
that as a community we need to be better at – to be more inclusive. He  
said he hopes to promote diversity and equity in our community.

CONSENT AGENDA  
A RESOLUTION transferring $53,551.00 within the 2022 General Fund to  
pay the costs of necessary VOIP phone connections for use by Jackson  
County Circuit Court, to be provided by an existing County term and supply  
vendor.

A RESOLUTION awarding a contract on Invitation to Bid No. 41-22 for the  
Health Department Building Renovations Project, No. 3267, to Universal  
Construction Co., Inc., of Kansas City, KS, at an actual cost to the County  
not to exceed $3,611,441.00, and authorizing the Director of Public Works  
to approve line item adjustments under this contract at no additional cost to  
the County.

Amending the zoning districts established pursuant to the Unified  
Development Code by rezoning a certain 12.58± acre tract from District AG  
(Agricultural) to District RE (Residential Estates) and approving the  
preliminary plat “Old Major Estates,” creating a four-lot residential  
subdivision.

Amending the zoning districts established pursuant to the Unified  
Development Code by rezoning a certain 5.00± acre tract from District AG

adopt Ordinance #5650, appropriating $4,000.00 from the undesignated  
fund balance of the 2022 Grant Fund, in acceptance of a grant received from  
the State of Missouri Office of State Courts Administrator, Administrative  
Services Division, for use by the Jackson County Family Court Division. The  
motion carried by a roll call vote:

INTRODUCTION OF PROPOSED RESOLUTIONS AND ASSIGNMENT TO COMMITTEE  
A motion was made by Jeanie Lauer, seconded by Dan Tarwater III, to  
adopt Resolution #21026, congratulating Marilu Herrick, the Co-Founder  
and Executive Director of the Rainbow Center for Communicative  
Disorders, on the occasion of her retirement on June 30, 2022. The motion  
passed by a roll call vote:

Herrick, in recognition of Ms. Herrick’s service as Co-Founder and  
Executive Director for Rainbow Center.

COUNTY EXECUTIVE ORDERS  
None.

UNFINISHED BUSINESS  
Dan Tarwater III, County Legislator, asked about the request for proposals  
being issued for federally qualified health centers (FQHC). Caleb Clifford  
said he will give an update after today. The RFP will be due in 30 days.  
Jalen Anderson expressed his thanks to the Public Works Department and  
the Administration regarding work in the Blue Summit area of the County.  
The poverty and difficulty faced by people in that area has been neglected.  
He looks forward to more information regarding a potential business  
opportunity where the Stark School is located. He hopes to schedule  
another day of service for a trash clean up in Blue Summit as well.  
Frank White, Jr., said he agrees. He said, anything the County can do to  
clean up Blue Summit will benefit the County. This makes the community  
safer. There is also a historical black cemetery, Highland Park, that the  
County also maintains.  
Ronald E. Finley said the COMBAT fund has a deadline for submitting  
applications on September 2, 2022. This is a hard deadline for agencies to  
submit all of their documentation to qualify for a funding allocation.

NEW BUSINESS  
Scott Burnett told a story from August 12, 1977, when he worked for  
President Jimmy Carter. Elvis Presley called the President to ask for a  
pardon for a friend. A few days later, on August 16, 1977, Elvis was found  
dead at his home in Memphis.
